何もしなくても「手数料」を得られるシステムを構築した国家が覇権を握る。出アフリカから現代までの「プラットフォーム」経済全史。
覇権国家とは、何もしなくても収入が得られる国である。
多くの国は、覇権国家が形成したシステムを使用しなければならない。
それは、いわば「ショバ代」であり、国際的な経済活動に参入するために国家はショバ代を払わなければならない。それが有史以来続いてきたシステムである。
そのシステムは、資本主義の形成によって明確な形をとるようになった。近世のオランダによって明確になり、近代のイギリスによって完成した。アメリカの覇権はイギリスのそれの変形版である。
一方、中国は一帯一路により、これまでとは違った覇権を形成しようとしているように思われる。だが、それは世界の「物流」の中心となることを目指した政策である。「自動的」に利益が得られる仕組みを作り出せてはおらず、覇権国家としての中国は成立し得ないのではないだろうか。ただ、ロシア・ウクライナ戦争以後、ロシアとの「ユーラシア覇権国家連合」形成により、その結論は変わりうる可能性がある。
手数料と資本主義という枠組みから世界史を捉えなおし、覇権国家の成立条件について論じる。
